New Jersey Looking To Become First Online Gambling State

Senators in New Jersey today will have the opportunity to do something that no other lawmakers have done in the history of the US. Senators will vote on legislation that would create a regulated system of online gambling in New Jersey.

Several decades ago, New Jersey made the bold move to follow Nevada into the casino gambling industry. At the time, other states looked at New Jersey and Nevada as rebel states that were selling their souls for revenue.

Now, decades later, almost every state in the US has some form of gambling, and dozens of states have moved into the casino industry. For those who choose to do so, they may now look back and see that New Jersey was one of two pioneers in the casino industry.

Today, the state could become pioneers in the online gambling industry as well. Internet gambling is prohibited on a national level, but each state has the right to create their own laws, and senators appear ready to give Internet gambling a shot.

The Atlantic City casino industry has been struggling since the economic recession and competition from other states is keeping AC casinos from full recovery. Internet gambling is looked at as a way to once again claim gambling dominance in the Northeast.

Of course, part of the law that will be voted on today says that residents from other states will not be allowed to bet at online casinos licensed in New Jersey. That means that the state will not recover the thousands of customers that have been lost to Pennsylvania.

If approved, the law creating online gambling regulations would become the first of its kind in the US, and it likely would set off a firestorm on the issue. Lawmakers from California and Florida have also considered Internet gaming regulations, but neither state has had a piece of legislation get as far as the one senators will vote on later today in New Jersey.

Atlantic City casino revenue still down

Atlantic City casinos are struggling. That’s not exactly a newsflash. However, new numbers have been released for October and they paint a pretty dismal picture.

In October, total revenue from all Atlantic City casinos equaled $284 million. That is a 12% drop from this time last year. It’s easy to blame declining revenue on the Great Recession, especially for an industry that relies on tourism and disposable income. The recession isn’t the only problem, though, because we’re not talking about a 12% drop from 2006 or 2007. This is a drop from October of 2009, when the U.S. was still in the middle of the recession. Now the government tells us that the recession is over, but anyone with a bank account, a grocery list or an updated resume knows that’s not true.

If it’s more than the recession then it becomes more necessary to find the problem and fix it. While slot revenue took a 10% drop from 2009, which is still bad, revenue from table games fell by 17%. That sharp drop is likely due to the new table games in nearby Pennsylvania casinos. People who want to play blackjack and roulette no longer have to go to Atlantic City. When you’re no longer the only game in town, you have to do something to get customers.

That is why some Atlantic City casinos are now looking at online gambling as a partner rather than a threat. People are already gambling online, whether those casinos like it or not. Instead of fighting against regulation, if the Atlantic City casinos can get involved and open their own online casinos (like Harrah’s has done overseas), they can reap the benefits of online gambling’s increasing popularity.

ChiliPoker Set To Show US Online Gambling Laws Are A Joke

The US government continues to keep prohibition of online gambling in place in the country, meanwhile, other countries have moved towards regulating the billion dollar industry. Now, as the prohibition continues, ChiliGaming is about to show once again just how ridiculous the current US laws are.

ChiliPoker will begin pulling revenue from US online poker players sometime in 2011. The site operates as a subscription-based website, where customers can pay a monthly fee, then participate in tournaments in which cash and prizes are given out to the winners. It is something that has been tried in the past in the US, but has been mostly unsuccessful.

The Unlawful Internet Gambling Enforcement Act of 2006 does not criminalize online gambling. There will be no money being exchanged at the poker tables at ChiliPoker in the US, and therefore the subscription service appears to be legal under US law. It is another example of how foreign companies are still gaining revenue from US online gamblers, while not having to deal with regulations.

Representative Barney Frank has been pushing to have the UIGEA overturned. Frank believes that US citizens should have the right to gamble from their homes in they choose to do so. Frank also would like to see these gamblers protected by the government against any fraud or unhealthy practices within the industry.

The World Poker Tour has ClubWPT, a subscription-based online poker site. It is estimated that the site has over 16,000 subscriptions. That figure is low compared to the millions of Americans that are sending their money to offshore poker sites. There are some financial risks associated with online poker subscription sites.

While the WPT site has thrived, others have failed when attempting the subscriptions. Many online players enjoy playing in cash games as opposed to tournaments. Stalemate for UK horseracing levy scheme

Secretary of State at the Department of Culture, Media and Sport, Jeremy Hunt, will now have to intervene and determine the 50th Levy scheme, which will run from April 1, 2011 to March 31, 2012, after bookmakers and the horseracing industry failed to reach an agreement by the Sunday 31 October 2010 midnight deadline.

British racecourses have two main sources of income: live broadcast rights (which the courses sell to bookmakers, for a total of £75 million) and Levy money – ten percent of bookmakers’ predicted profits for the year ahead, which they pay to the Horserace Betting Levy Board to distribute around courses. This amount has fallen dramatically in the past three years. Not only have bookmakers such as Ladbrokes and William Hill moved their operations offshore to avoid tax, but gamblers are turning away from racing to bet on football, golf and tennis. Whereas racing was once 80 per cent of a bookmaker’s business, it now comprises only 40 per cent.

The horseracing industry says that offshore companies betting on UK horseracing need to pay the Levy too, and that certain users of betting exchanges should pay a bigger contribution to the Levy as they are running betting businesses through exchanges. They are asking in the region of £140 million from the bookmaking industry.

“The reason the Levy has declined is that horse-race betting has declined. Secondly, the payments bookmakers pay for media rights have ballooned to a degree that more than offsets lack of income from the Levy, says Tom Kenny of the Association of British Bookmakers .

Levy Board chairman Paul Lee said: “It is very disappointing that it has not proved possible to reach agreement on the 50th scheme.”

One thing is for sure, Jeremy Hunt is going to have a difficult time keeping all parties happy.

Measure 75 To Show If Gambling Will Progress In Oregon

It has always taken Oregon a little longer than other states to catch up with the times. That theory will be tested this week when Oregon residents go to the polls to decide whether or not to approve Measure 75, a casino gambling proposition.

In many states around the US, residents have warmed to the idea of having a casino in their hometowns. Instead of having to travel to other states, these gamblers have overwhelmingly across the US given approval to new casinos. Only in a few areas is casino gambling still being considered a taboo activity.

Opponents of casino gambling have recently attacked Measure 75 in their publications, but residents appear to be unwilling to buy into the fear these opposition groups are spreading. Among the popular talking points for the opposition is the possibility of corruption. Others have focused on the fact that there is no guarantee that the mandatory $250 investment would be spent right away. That has gambling insiders chuckling.

“Why would any company gain the right to invest in a casino and then decide they were going to delay that investment,” said Gaming Analyst Steve Schwartz. “It is much more likely that if Measure 75 passes, the investment will be made immediately in the hopes of maximizing the potential of the casino.”

The ballot question centers around Wood Village and the former Multnomah Kennel Club. The facility is currently abandoned, but if the measure is approved, the site would instantly become a hotbed for new jobs in Oregon.

The state would prosper from the casino through gambling tax revenue, which would go towards education. The new casino would also allow lawmakers to stay away from raising taxes. It is estimated that over 5,000 jobs will be created, and $150 million will go to the state annually.

If residents of Oregon want casinos outside of what already exists, tribal casinos, they will have to approve a casino measure. The legislature is unable to create a casino gaming legalization law on their own, as dictated by the state constitution.

Party Gaming reports 9% increase in Q3 revenue, poker sales down

Online gaming group, Party Gaming plc, Friday posted a 9% rise in third quarter revenue and said it is confident about the full year outlook. Still, the total revenue increase was tempered by a fall in poker sales which are under pressure from U.S. poker websites like Full Tilt Poker and PokerStars which are expanding aggressively in European markets where PartyGaming operates.

In the three months to September 30, total revenue rose to €85.3 million from €78.3 million a year earlier.

Third quarter highlights included:

  • Group revenue up 9% to €85.3 million (2009: €78.3 million) with growth in all products except poker
  • Casino revenue up 2% to €34.9 million to €34.9 million (2009: €34.2 million), driven by content and jackpot improvements on PartyCasino
  • Poker revenue down 5% to €29.6 million (2009: €31.3 million) with continued pressure from US-facing sites partially mitigated by growth in newly regulated markets
  • Bingo revenue up 36% to €13.1 million (2009: €9.6 million) driven by the acquisition of Cashcade
  • Sports Betting revenue up 86% to €5.4 million (2009: €2.9 million) on the back of both increased turnover and gross win margins
  • Current trading improving on the back of seasonality, in-line with expectations
  • Bwin merger proceeding as planned; Simon Duffy confirmed as Chairman-elect of the merged company

Commenting on today’s announcement, Jim Ryan, chief executive officer, said:

“Total revenue was up by 9% year-on-year with growth in all products except poker, despite the impact of having closed our French casino business at the end of June 2010. Excluding French casino, total revenue would have been up by 12% year-on-year, driven by casino growth in other markets, acquisitions and a strong performance in sports betting.

“We have been encouraged by the strong start from our nascent French poker network that went live on 1 July 2010. A strong performance by PartyPoker in France has been further boosted by the launch of PMU’s poker business in France as well as services for AB Groupe and Aviation Club de France.

“I am also pleased to report that the proposed merger with bwin remains on track to complete at the end of Quarter 1,2011, subject to regulatory and shareholder approvals and I am delighted that Simon Duffy has agreed to become Chairman of the Enlarged Group on completion, as detailed in a separate press release issued today.”

On current trading he added:

“In respect of current trading since the end of September, we have begun to see the normal seasonal upturn, in-line with the Board’s expectations, and we remain confident about the full year outlook.”
